  • their maximum permitted speed is 45 km/h
  • they are owned or used by the Armed Forces and the Security Forces (Police, Fire Brigade, Coast Guard)
  • they serve the needs of the country's Civil Defence or Civil Emergency Planning (PSEA)
  • they are vehicles being subject to road tests for the purposes of technical improvement, repair or maintenance, or are new, modified or converted vehicles that have not yet circulated officially
  • they are used in emergency or rescue operations
  • they are used in car driving lessons to obtain a driving licence or a certification of professional competence (PEI)
  • they are used for private purposes and not for the commercial transport of passengers or goods
  • they carry materials or equipment required for the exercise of the profession of the driver, even though driving such a vehicle is not the principal professional activity of the driver
