Economic operators may submit proposals for the design and construction of infrastructure projects (new project or extension/reconfiguration/modification of an existing one).

For each proposal, the following cumulative conditions must be met:

• Ιt must concern infrastructure projects falling within the remit of the Ministry of Infrastructure and Transport or the Ministry of the Environment and Energy or legal persons supervised by these Ministries;
• The estimated value of the project must exceed two hundred million euros (200.000.000), excluding VAT;
• It must concern infrastructure projects that present innovative or complex features and the implementation of which promotes regional development or contributes overall to the national economy;
• It must concern infrastructure projects which have not been definitively included in the planning of the contracting authority or entity and do not conflict with such planning.

Any economic operator or association of economic operators with sufficient experience in large infrastructure projects shall be entitled to submit a pilot proposal to implement an infrastructure project. Where a model proposal is submitted by an association of economic operators, a joint declaration setting out the percentage of each economic operator’s participation in it must be submitted.
